Herren-tunnel in Lübeck put into operation
With the opening of the Herren-tunnel in August 2005, miles long traffic jams between Lübeck city center and the Baltic Sea harbour Travemünde are a thing of the past.
The tunnel below the Trave, realized by the private sector, facilitates road and shipping traffic without any crossovers. The route of a total distance of 2,125 m with two tunnel sections of 780 m length substitutes a bascule bridge across the river, in front of that extensive obstructions of traffic occured every day.
The new Herren-tunnel had been planned, financed and constructed within a planning and building period of 46 months by a concerted project association of Hochtief PPP Solutions and Bilfinger-Berger BOT GmbH.
Henceforth, the consortium will be responsible for the operation of the toll tunnel over a period of 30 years.
The investment volume amounts to a total sum of 176 million Euros in which the Federal Government participates with an amount of around 90 million Euros. This amount would have been necessary for construction and maintenance of a new bridge. The difference to the tunnel solution will be financed by the investors and refunded by toll fees. By us of electronical toll collect, costs amounting to 75 cents will incur for the transit of a passenger car.

With the realisation of the Herren-tunnel, the operating company contributes a part to a further acceptance of PPP-models in Germany. The new Trave crossing stands exemplarily for an efficient cooperation between public authorities and private partners. PPP represents a chance for amelioration of infrastructure, economic activity and employment, all social ranks may benefit from; so Dr. Herbert Lütkestratkötter of Hochtief expressed.

Until the year 2009, privately financed projects in the field of traffic infrastructure with a volume of approx. 45 billion Euros as toll roads will be tendered internationally. Alone in Germany, the Federal Ministry of Transport, Construction and Housing plans to start until midyear 2006 five pilot projects for the so-called A-models with an investment volume of approx. 1.3 billion Euros in the field of long-distance traffic on roads. Until 2009, projects in this field with a total investment volume of three to four billion Euros will be expected.
